Conjugation Levels Between Higher Education and Labour Sphere

This paper addresses the problems of conjugation between higher education and labor sphere, the nature of differences between qualifications of higher education and professional qualifications,and the role of professional standards in solving these problems. It is noted that the Federal state educational standards of higher education do not fully correspond to the definition of graduate’squalification in the Federal Law №273-FZ of 29 December 2012 “On Education in the Russian Federation”, also as the professional standards do not correspond to workman’s qualification in theLabor Code of the Russian Federation. The author shows that the “linking” or conjugation of higher education and labor sphere is a multicomponent problem and its solution is possible only with itscoordinated consideration from unified positions. To reach this result, the representatives of higher education and labor sphere should learn how to speak a single professional language while preserving departmental traditions and adhering the current labor and educational legislation. It is also necessary to work out a unified shareable glossary of terms that are at the intersection of educationand labor sphere. Then it is necessary to make adjustments to the existing regulatory documents and if necessary – to the legislative acts both in the education and the labor spheres. It may needthe Government Decree to regulate the work of various ministers and departments for developing the National Qualification System. It is important to determine the equivalence criteria for knowledge, skills and professional experience obtained in the formal, informal and spontaneous education, which are necessary to confirm applicant’ qualifications
