Operational risk of an internal civil protection program: The case of a mexican public institution of higher education

The work analyzes the operation of an Internal Civil Protection Program in a public higher education institution in Tabasco, Mexico, with a comprehensive risk management approach based on operational risk. This is qualitative research based on a case study with an exploratory and descriptive research design. The information was collected through interviews with the internal civil protection unit and observations of the program's operation through risk cards. A SWOT analysis was carried out with the information collected. Internal and external vulnerability was determined to build a risk matrix, where internal vulnerability is an unacceptable critical risk and external vulnerability consists of minor risks. It is suggested to develop detailed plans to address the most critical risks and general plans for those with marginal risk. It was identified that critical risk situations are related to the institution's activities and operations.
