A STUDY ON THE GESPÚBLICA´S PRINCIPLES IN THE FRAMEWORK OF PEOPLE MANAGEMENT IN AN AGENCY OF THE GOVERNMENT OF THE STATE OF PERNAMBUCO

The public administration, since it differs from private initiative in its social purpose and mission, has always sought to evolve by adopting the best practices already consolidated in the private sector. In 2005, the federal government, through Decree No. 5,378, dated February 23, launched a milestone in the creation of the Federal Government's National Program for Public Management and Debure Redaction (GESPÚBLICA). The main objective of this program is to promote public management of excellence and proposes stimulus parameters for public organizations to achieve better management through management in several dimensions, including people management. The purpose of this article is to evaluate the perception of the guiding principles of GESPÚBLICA, in its personnel management dimension, by the employees of an administration body of the Government of Pernambuco. Using as an exploratory research methodology and case study, through the online questionnaire used as a collection tool it was possible to demonstrate that there is a great challenge to be overcome by the organ in the subsystems "rewarding people", "applying people", "developing people" and "keeping people". These subsystems are perceived in a negative way, being necessary to adopt practices within this organization and to develop processes that contribute to the continuous development of the public management.
