The article deals with the question of determining the objects of organizational and economic influence of the state, existing in the innovation sphere. First of all, such units are the individual links of the national innovation system as certain types of innovation relations that mediate the dynamics of innovation activity. It is also important to take into account the fact that NIS is a category of macroeconomic scale in the national economy. The problem is that it is necessary to determine the list of objects of organizational and economic influence, with the purpose of determining the structuring of state bodies authorized to carry out the named organizational and economic influence on innovation relations, definition of their internal structure and distribution of economic and legal means of influence. Thus, the body of general competence, the object of which is a national innovation system, and in the second there is a whole number of subordinated certain separate bodies of subjects of organizational and economic authority and / or corresponding structural subdivisions of other ministries, departments, whose subject matter consists of innovative processes in one or another field, which must be subordinate to the own staff of the ministries and the designated authority of general competence. Thus, the subjects of organizational and economic influence by the state are divided into two levels. At the first, the body of general competence, the object of which is the NIS, and the second — a whole number of subordinated separate specified bodies of the state of subjects of organizational and economic authority and / or corresponding structural subdivisions of other ministries, departments in the subject matter of which are included innovation processes in one or another field, which must be subordinate to the own staff of the ministries and the said body of general competence.
