EFFECTIVE CONTRACT AS FACTOR OF THE MANAGEMENT OF SOCIAL-LABOUR RELATIONS IN HEALTHCARE
Abstract
Subject. A set of documents reflecting the contemporary legal and normative-methodical base for improvement of the management of social-labour relations in healthcare. Objective. Analysis of the legal and normative-methodical base with the definition of the factors determining the improvement of social-labour relations in healthcare at the contemporary stage. Methods. The method of the study of documents, the method of expert evaluations. Basic results. The effective contract as the factor of the management of social-labour relations is aimed at the exclusion of ineffective stimulating payments for formal indicators and criteria for the evaluation of the basic personnel of medical organizations and their substitution for precise, measurable indicators, for the regulation of salaries taking into account of the reached objective indicators established in labour contracts and reflecting the planned results of professional activity. Field of application. Management of social-labour relations in healthcare. Conclusions: 1. The introduction of the mechanism of effective contract is due to the necessity to eliminate the defects revealed in the course of the application of the new remuneration system in healthcare as a factor determining the management of social-labour relations during the last few years (since 2008). 2. Transfer to the effective contract in healthcare provides more efficient management of social-labour relations between their subjects (worker, employer, state).
