Contribution to the effective integration of prevention on construction sites = Contribución a la efectiva integración de la prevención en las obras de construcción
Abstract
Es evidente que el Sector de la Construcción no está respondiendo de manera adecuada al marco legislativo actual, así lo demuestran las estadísticas sobre la siniestralidad del sector. A lo largo de más de 10 años hemos podido observar como nuestro sector entraba en un ciclo de crisis y como se esgrimía que el número de accidentes del sector disminuían, una verdad a medias ya que los índices de inciden-cia (número de accidentes ponderado por número de trabajadores en el sector) se ha incrementado desde el 2008. Las acciones que se están llevando a cabo parece que no surten efecto ya bien sea por insuficiencia o falta de adecuación de las mismas. Ello compota una necesidad de reacción desde todos los ámbitos del sector, identificando las carencias y aportando soluciones. Esas carencias son el punto de partida de este trabajo en el que se busca determinar cómo contribuir para hacer efectiva la integración de la actividad preventiva en el conjunto de actividades de la empresa, y las posibles soluciones. La adecuada integración de la prevención, la planificación y la contratación, determinan lo que finalmente nos encontraremos en la ejecución material de la obra. Sin embargo, las peculiaridades del sector hacen que intervengan una multitud de agentes con responsabilidades en el resultado final. Las empresas, autónomos, el servicio de prevención, la Administración, los técnicos y los trabajadores, entre otros, forman parte de la maquinaria que hace que el proceso funcione. El resultado final depende de la coordinación entre todos los agentes y el cumplimiento de sus obligaciones. Determinar cuál es el encaje perfecto es complejo, pero de ello depende obtener buenos resultados finales de seguridad y salud. Abstract It is evident that the Construction Sector is not responding adequately to the current legislative framework, as shown by the statistics on the accident rate of the sector. Over more than 10 years we have been able to observe how our sector entered a cycle of crisis and how it was claimed that the number of accidents in the sector decreased, a half-truth since the incidence rates (number of accidents weighted by number workers in the sector) has increased since 2008. The actions that are being carried out seem to be ineffective, due to their either inadequacy or inadequacy. This compose a need for reac-tion from all areas of the sector, identifying deficiencies and providing solutions. These shortcomings are the starting point of this work in which it is sought to determine how to contribute to make effective the integra-tion of preventive activity in the set of company activities, and possible solutions. The adequate integration of prevention, planning and contracting determine what we will finally find in the material execution of the work. However, the peculiarities of the sector involve a multitude of agents with responsibilities in the result. Companies, self-workers, the pre-vention service, the Administration, technicians and workers, among others, are part of the machinery that makes the process work. The result depends on the coordination between all the agents and the fulfillment of their obligations. Determining the perfect fit is complex, but it depends on obtaining good final health and safety results.
