The government monopolies is an old phenomenon that shows by the control of the state over public utilities and its administration, without looking at the possibility of defining the state as a monopolist, despite its control over the market for many years for the sake of public interest. The research attempts to shed light on the possibility of counting the state The possibility of counting the state, like the Commercial entities monopoly of certain sectors. Therefore, the research examines the reasons for the assumption of this monopoly and the possibility of its existence, by reviewing the role of the state in the management of the service sector, and the convergence of its image with the monopolist in Legislation such as the Sherman act.
