The objective of this paper is to analyze de speeches made by Almeida Jr. about the rural education, between the decades of 1930 and 1940, and the way under which he used the statistics data to sustain his opinions and his performance as the manager of education in São Paulo. By analyzing the São Paulo’s official publications and the articles published in the Revista Brasileira de Estudos Pedagógicos, it has been found that Almeida Jr., a doctor and an educator connected to the group composed by some men who were called the renewers of education, sustained proposals which were bent to the good quality of education and to the organization of a unique elementary school, though to fit the country environment.
