The Improvement of Marine Environment Cooperative Governance Mechanism from the Perspective of Ecological Community of Common Destiny
Abstract
In order to effectively respond to marine environmental pollution and improve the modernization level of marine environmental governance, this paper took Liaoning as an example, analyzed the current situation and existing problems of marine environment governance under the guidance of the concept of community of ecological destiny, established a cooperative governance mechanism of marine environment based on information fusion technology, and put forward countermeasures and suggestions. The results showed that strengthening marine environmental governance was an important guarantee for the high-quality and sustainable development of marine economy. At present, the outstanding problems to be solved mainly included the imperfect land sea linkage and multi subject participation mechanism, the weak legal system construction and public awareness, and the improvement of scientific and technological support capacity. The marine environment cooperative governance mechanism from the perspective of the community of ecological destiny included subsystems such as information collection, information storage, information fusion, early warning, information release, ecological cooperation, land and sea regional cooperation, multi-agent cooperation and historical data coordination. Under this mechanism, the legal system of marine environment cooperative governance should be improved, the joint linkage of marine environment governance be strengthened and the collaboration of marine environment information be promoted, so as to strengthen the cross regional coordination mechanism for the prevention and control of marine environmental pollution.
