A Compensação Financeira pela Exploração de Recursos Minerais - CFEM como mecanismo para políticas públicas inclusivas em Parauapebas/PA
Abstract
From the context of a mining municipality, Parauapebas in the state of Pará, alternative public policies for job creation and income generation are discussed, both in the short and long term, with social businesses as a reference and the use of CFEM (Financial Compensation for Mineral Exploitation) based on the solidarity economy as a guiding principle. Parauapebas is a municipality rich in mineral resources but faces serious social inequalities, in addition to being dependent on mining. In this debate, "devir" (becoming) is a key concept to understand the forces driving the social transformation of a mineral-based municipality, as mining, being a finite resource, has a limited lifespan. Therefore, the article focuses on the use of CFEM, which has the potential to foster public policies for current and future generations by creating inclusive opportunities, particularly for the vulnerable population excluded from the mineral logic, and leaving a legacy of socio-economic change for the future. To achieve this, the effectiveness of policies related to mineral funds, microcredit, food security, and business incubators are discussed as inclusive and transformative strategies.
