WHISTLEBLOWING KAVRAMINA KAPSAMLI BİR BAKIŞ: KAVRAMSAL BİR ANALİZ VE KAVRAMIN SAĞLIK SEKTÖRÜNE YANSIMASI

Abstract

ÖZ: Bir kavramın yaygın kullanımının analizi, kavramın tanımlanmasına ve açıklığa kavuşturulmasına olanak tanımaktadır. Bu sayede, kavram daha etkin kullanılabilmekte; güçlü yönleri ve sınırlamaları değerlendirilebilmekte ve kavramın entelektüel bilgi birikimine katkısı artırılabilmektedir. Kavramlar sürekli olarak dinamik bir gelişimden geçmekte ve kavramın bağlamı, yerine geçen ve ilgili olduğu terimler, öncülleri, nitelikleri, örnekleri ve sonuçları yeniden tanımlanmaktadır. Whistleblowing kavramı da ortaya çıkışından bu yana farklı şekillerde tanımlanmış ve farklı bağlamlarda ele alınmıştır. Bu nedenle kavramın belirli başlıklar altında irdelenmesinin kavramın doğası ile ilgili daha net bir görünüm ve bakış açısı sağlayacağı düşünülmektedir. Bu çalışmada whistleblowing kavramına ilişkin kapsamlı bir bakış açısı sunmak ve kavramın daha iyi anlaşılmasını sağlamak amacıyla ulusal ve uluslararası literatür incelenerek kavram analiz edilmiştir. Bu doğrultuda, Google Akademik, Web of Science, Yök Tez Merkezi ve kütüphane veri tabanlarında “whistleblowing”, “bilgi uçurma”, “ihbarcılık”, “ifşa etme” vb. anahtar kelimeler ile tarama yapılarak konuyla ilgili makale, tez ve yayımlanmış kitaplar incelenmiştir. İnceleme sonucunda kavramın ulusal ve uluslararası literatürdeki yeri, çeşitli kullanımları, özellikleri ve ölçülmesi, kavram ile birlikte ele alınan konular ve farklı disiplinlerle ilişkisi açıklanmıştır. Son olarak ise whistleblowing kavramı sağlık sektörü özelinde incelenerek bu alandaki görünümü ortaya koyulmuştur. ABSTRACT: The analysis of the widespread use of a concept allows the definition and clarification of the concept. In this way, the concept can be used more effectively, its strengths and limitations can be evaluated, and the contribution of the concept to intellectual knowledge accumulation can be increased. Concepts develop over time and are influenced by the context in which they are used. Therefore, concepts are constantly undergoing a dynamic development and the context of the concept, the terms it replaces and relates to, its antecedents, qualities, examples and results are redefined. The concept of whistleblowing has also been defined in different ways and dealt with in different contexts since its emergence. For this reason, it is thought that examining the concept under certain headings will provide a clearer view and perspective on the nature of the concept. In this study, the concept was analyzed primarily by examining the national and international literature in order to provide a comprehensive perspective on the concept of whistleblowing and to provide a better understanding of the concept. Accordingly, Google Academic, Web of Science, YÖK Thesis Center and library databases “whistleblowing”, “bilgi uçurma”, “ihbarcılık”, “ifşa etme (disclosure)”, etc. by scanning with keywords, articles, dissertations and published books on the subject were examined. As a result of the examination, the place of the concept in national and international literature, its various uses, characteristics and measurement, the issues discussed together with the concept and its relationship with different disciplines were explained. Finally, the concept of whistleblowing has been examined in the healthcare sector specifically and its appearance in this field has been revealed.
