The increasing urban population, the transformation of large villages into the city, and the acceptance of the role of administrative centralization, lead to uneven urban growth. That if considering the functioning of the city and the potential and natural and human constraints of the region, Creates many challenges and problems in urban planning and urban risk management. Geomorphological factors are the most important parameters in the development, establishment and development of a city. The purpose of this research is to identify and evaluate the factors influencing the physical development of Bojnourd as a mountainous region, and determining the efficiency of multi-criteria decision-making models and fuzzy logic in determining the best areas. In this research, an information database was created using topographic maps of geology, satellite imagery. According to the geographic characteristics of the area, the criteria were categorized in 15 important and essential indicators in the four main groups of geomorphology, geology, utilization and environment, accessibility. Then, it was determined that the zones were suitable for physical development of Bojnourd city and these zones were evaluated and analyzed using Analytical Hierarchy Process (AHP), Network Analysis (ANP) and Fuzzy Logic. According to surveys carried out in 1999, the area of the urban area was 28.36 square kilometers, up from 38.38 in 2016. That is, added 10.11 sq km to the city. Weave allocation of 3.5% of increased areas in horticultural class, 4.05% in agricultural land class 7.5% in class 1 rangelands and 17.89% in class 2 and 65.09% in the surrounding Bay Area Towns and Villages.According to studies, the expansion of the city is unavoidable due to an increase in the urban population growth rate and an increase in the size of the city and the change of use. The results of the three methods show that 51.1 and 81.5 km2 of the Bojnourd plain are in a suitable and very suitable class, which includes 16.5% of the Bojnourd plain. The areas that are most appropriate from the perspective of geomorphological land, including areas west and southwest of the Bojnord city along the road Bojnord-Gorgan and Bojnord -Esfarāyen. Fuzzy logic in assigning mathematical and algebraic conditions and creating accurate and scientific information layers and the ANP method are also in scientific and normative valuation, and suggested to be used to combine these two models in land zoning.
