Evaluation of the efficiency of social projects of non-profit organizations in the sphere of international relations (by the example of the Saratov region)

Abstract

Background. The study reveals the essence and main issues of evaluating the effectiveness of social projects aimed at developing a regional support system for nonprofit organizations (NPOs). The purpose of the study is to analyze the effectiveness and efficiency of the implementation of social projects in the field of interethnic relations of NPOs in Saratov region. Materials and methods. The study of classical and modern scientific approaches to the process of evaluating the effectiveness, analysis of domestic and foreign publications on this issue, statistical data, legal documents, materials of reference and periodicals, data from official sources. Results. Saratov region is one of the multinational subjects of the Russian Federation. Political stability is ensured by joint measures of government bodies and public organizations in the field of interethnic relations. To evaluate performance indicators, sociological methods are used (survey, expert assessments, focus groups, etc.). Evaluation of social projects and initiatives takes place in accordance with performance indicators: the social effect comes in the long term; the result is defined as a change; the social effect is closely related to the concept of a social good and is defined as an effect related to non-economic outcomes that affect the well-being of people and communities. The grant fund for social projects of NPOs in 2021 amounted to 30 million rubles, among the winners are 4 projects for the development of interethnic cooperation; in 2022 – 4 organizations in the field of ethnopolitics and strengthening interfaith relations. Project “The History of Orthodoxy in Saratov region in persons and artifacts: a collection of antimensions of the 19th – 21st centuries from the Museum of the History of Saratov Metropolis as unique monuments of graphic art and evidence of the epoch” in the amount of 499,848.00 rubles aimed at promoting civil and spiritual and moral education. Implementation of the project “Assistance to compatriot refugees from Donbass in social adaptation in the region and strengthening of humanitarian, cultural ties with the country of origin – the Lugansk People’s Republic” in the amount of 495,300.00 rubles. The Saratov regional public organization “The Center for Forced Migrants “Sarativskiy Istichnik” is aimed at preserving the unity of the Russian nation and the ethnic and cultural diversity of the peoples of the Saratov region. Conclusions. The classification of social effects in the sphere of interethnic relations is based on ensuring the rights and freedoms of citizens of all nationalities living in the Saratov region. The social projects of NPOs in the field of ethnopolitics are aimed at strengthening the all-Russian identity, spiritual and cultural community of peoples, harmonizing interethnic relations and preventing extremism and xenophobia in the border areas of the Saratov region.
