This study aims to examine the role of training and empowering human resources strategies on capabilities of innovation strategies (organizational learning and teamwork) at Akre technical institute in Iraqi Kurdistan region. A survey questionnaire has been used to collect data and the questionnaire distributed directly to 38 of academic staff members at Akre technical institute. The questionnaire comprised three sections with 36 questions. Data collected and analyzed quantitatively through SPSS program version 23. The results of the study shows that there is a strong positive correlation as well as a significant impact of training and empowering human resources strategies on capabilities of innovation strategy.
