電子文件檔案價值鑑定基準之研究 A Study on the Appraisal of Archival Values for Electronic Records

Abstract

本研究以電子文件之檔案價值為研究主題,從專家學者之觀點瞭解鑑定電子文件檔案價值的評估項目,以期能對電子文件鑑定的議題有更為深入的瞭解,進而能提供檔案管理實務界規劃電子文件鑑定策略時之參考。本研究採用德菲法來收集進行相關資料。整體結果顯示電子文件的檔案價值是個多元面向的概念,需同時從宏觀與微觀的層次來思考檔案價值的評估。其評估準則應以社會和機構因素為引導,以內容資訊為主要考量。���於電子文件所依賴的資訊系統及提供有關該資訊系統的操作說明和支援性文件則是未能在填答者之間形成共識。This research aims to study the influence of the characters of electronic records on archival values and appraisal methods in order to understand the fundamental concepts of archival values of electronic records. The Delphi method is adopted in this research. The results show that social factors, archival institutes and producers of electronic records play important roles for appraising archival values of electronic records. Besides, the information provided by electronic records is a critical factor to appraise archival values of electronic records. Finally, computer systems and documentation related to the operation of electronic records are not major factors for archival appraisal of electronic records.
