Opportunity for equality: Analysis of quotas for employment of persons with disabilities in Serbia and countries of the region
Abstract
The unsatisfactory position of persons with disabilities in the labor market persistently continues in the 21st century. As a countermeasure to the high unemployment rate of these individuals, the quota system was introduced. Research on the topic of quota employment of persons with disabilities aims to change society's mindset that still sees them as less capable, less productive, and consequently, less valuable for employment. By applying normative and comparative methods, similarities and differences in quota systems in the Republic of Serbia and states with similar legal traditions have been identified and critically considered. The right of persons with disabilities to work, the risks that follow quota systems, as well as possibilities for improving existing regulations regarding the content of employment obligations and exemptions from them, consequences of non-compliance with quotas, and rewards for employers have been dis-cussed in separate chapters.
