Celali Ayaklanmalarının Maliye Tarihi Açısından Değerlendirilmesi(An Assessment of The Celali Riots for the View of Ottoman Public Finance History)
Abstract
The horizon of history has come out of the limits of the past and changed as a form of an evaluation and an explication of past which has relation with daily events. To evaluate and interpet social, political and economical problems from the angle of present view is very important.Rent seeking activities and fiscal exploitations have been a very important subject for fiscal policy theories for ages. And Celali Insurgencies are very important example of rent seeking activities and fiscal exploitations in the Turkish fiscal policy history. Between 16–17 centruies, Ottoman Anatolia had faced with Celali insurgencies, changed even the structure of population structure. It was one of the biggest riots in Anatolia. People under high tax burdens, old Sipahis lands were taken people lost their londs and became poor due to riots.Even thoug the leaders of the riots aimed to retrieve their lands and turn to Otoman mechanism again, the aims of those involved in the riods were to stand against the terrifying creuelties of devsirmes, janissary leaders and timar ownwes and increasing their wealth as creting feudal power.
