OVERVIEW OF FOREIGN EXPERIENCE OF SOCIAL EXCLUSION CONCEPT APPLIANCE
Abstract
Purpose: the analysis of foreign experience of development and application of social exclusion concept and development of recommendations for Russian social policy.Methodology: comparative study.Results: the article is devoted to the analysis of foreign experience of social exclusion concept appliance. The concept of social exclusion is dominant in social policy of developed countries around the world. Analyzing the experience of foreign countries, authors showed that the priority directions of social inclusion in each country are formed taking into account characteristics of socio-demographic, economic and political situation. Common principles of social inclusion policy are as follows: prevention and early intervention, evidence-based programs, monitoring and evaluation, partnership with key stakeholders, building on individual and community strengths, multi-layered and multifaceted approaches to support different people with different needs. Authors assume that development of the social inclusion strategy in Russia will contribute to establishing interdepartmental interaction and consideration of other significant principles in social work with vulnerable groups.
