Métropolisation et régionalisation : les enjeux cruciaux d’une révision annoncée du cadre politico-territorial québécois
Abstract
Considering the evolution of regional and municipal policies which have shaped the politico-territorial organisation in Québec, we first demonstrate that a framework has been defined for which a redefinition is forseen. Although that frame has remained since the sixties essentialy structured around a group of large administrative regions, including Montréal, a new vision focuses on a small number of metropolitan areas or city-regions. A new two level representation - instead of three - of Québec territory is emerging. The possible effects of such a crucial reframing process are discussed especially for the so-called peripherical regions. Risks of territorial withdrawal are also anticipated and illustrated through two shorts prospectives narratives for the purpose of underlining the issues of the reform and the importance of a public debate.
