Enjeux climatiques : la concertation multi-acteurs au Québec comme révélateur des défis associés à nos instruments d’urbanisme

For several years, local authorities have been experimenting with various mechanisms to include in the decision-making process the various stakeholders concerned by major urban projects. The objective pursued is generally to bring out some ideas to improve their content or to achieve a certain form of social acceptability. However, these mechanisms can also reveal some elements that question the limits associated with our planning and control tools used to regulate urban projects, from conception to management over time. Taking as an example the comments made during two multi-stakeholder consultation carried out prior to an urban project, this article highlights four challenges that must be considered to respond effectively to climate issues. Born of the clash of ideas and points of view, these challenges are to be seen as elements of debate between stakeholders. Put into perspective, they also help explain certain dynamics in the recent use of urban planning and regulation tools in Quebec.
