We study the discourse of some actors (users, elected representative and public managers) about the Marseille coastline governance. We are interested in particular by the perception of the institution (the rules in use) and the view on its legitimacy. We use the Institutional Analysis Development (IAD) framework of Elinor Ostrom to analyze interviews that were led in 2013. We have identified more precisely uses, actors, conflicts, nuisances, and how people define rules and share authority. There are several important element : actors share a common objective that is the protection of littoral that is seen as very busy, fragile, in-between sea and land, they consider that a main legitimate actor (Parc National des Calanques, just born at that time) should be the leader of this governance. They also identify outsiders that use the space but are not legitimate in the arena (tourists, polluters) as they do not share the common objectives. Operational rules are not much discussed ; there seem to be misunderstanding about what the collective and constitutional rules are. These last ones, that set the way to deal with dynamics of institutions, seem to have disappeared after the Park was created. It means that governance is not perfect, but it indicates a way to improve it.
