GENESIS OF THE FORMATION AND DEVELOPMENT OF CENTERS OF SOCIAL SERVICES FOR THE FAMILY, CHILDREN AND YOUTH IN THE CRIMEA
Abstract
This article analyzes general scientific trends in understanding the development of the social protection system. The aim of the article is to study the historical experience of formation and the main ways of development of social work bodies by the example of social services centers for the family, children and youth of the Republic of Crimea as a new subject of social work in the legal field of the Russian Federation on the way of reforming the social sphere. Method or methodology of the work. The basis of theoretical research is: theoretical analysis; analogy; modeling, as well as the principle of historical and philosophical reconstruction. The empirical study forms: the study of literary sources, normative and program-methodological documents; study and generalization of experience. Scientific novelty and theoretical significance of the research: features of functioning and management of social services centers for families, children and youth as a single hierarchical system of state social institutions in the Republic of Crimea; the effectiveness of social work with families, children and young people in cooperation with other social work actors and law enforcement agencies of the region was examined. The results of the research are that effective ways of improving the social work of the Russian Federation on the basis of the experience of social services centers for families, children and youth in terms of accessibility of social services to needy categories of the population. Scope of application of the results. The results of the research can be applied in the sphere of social work of state institutions with families, children and young people to ensure full coverage of social services.
