Mixed tenure housing: Urbanistic aspects and the experience of recent housing practices in Serbia
Abstract
Mixing different forms of housing tenure with the aim of fostering social integration at the neighborhood level is an important measure of housing policies in Western and Scandinavian Europe, the United States and Australia, and based on these experiences it has also been recognized as a preferred practice in other countries, including Serbia. Urban planning measures are an important tool for the implementation of this housing concept, but it is necessary that they comply with social measures of housing policy, including adequate management. Based on a review of relevant scientific and professional literature, the key elements of successfully planning mixed tenure housing are systematized and presented from the aspects of social structure, spatial structure and management. Initiatives for introducing housing diversification through urban planning in Serbia are discussed, as well as how they have been applied in practice in the case of the social and non-profit housing complex in New Belgrade.
