PART OF THE KUBAN COSSACKS IN ENSURING REGIONAL SECURITY AND MAINTAINING PUBLIC ORDER: THE BASIC STAGES AND FORMS (1990s – 2010s)

The purpose of this article is to analyze the basic stages and legal forms of participation of the modern Kuban Cossacks in the protection of regional security and public order in the early 1990s – 2010s. Methodological basis of research based on the principles of historicity, objectivity and consistency. An integrated interdisciplinary methodological approach, which involves a combination of traditional methods and some new methodological approaches, involving the use of techniques of “oral history”, “situational history”, systemology, synergy, etc. Analyzed archival collections, as well as decrees, orders and regulations, the trust and the state program of Federal and regional authorities. This allows to conclude that the participation of the Kuban Cossacks in the protection of public order can be considered from the point of view of four main stages. Each stage characterized by its own features of self-organization of the Cossacks, interface with local authorities. And a search of Federal and regional authorities new legal forms, material and financial conditions to attract the Cossacks to protect public order and regional security. During the first stage (1990-1994) the Cossacks act as initiators in the maintenance of law and order through the activities of the Cossack warriors. They interact with the authorities in matters of immigration control, the legality of the sale and purchase of houses, traffic enforcement, etc. At this time, Cossack squads act out their own initiatives, on a voluntary basis, without any material or financial support. The second stage (1994–1998) – the state conducts active search of organizational-legal bases of participation of Cossacks in ensuring security and order in the form of service. The initiative of the Cossacks continued to dominate and determine the nature and forms of participation in public order protection. The third stage (1998–2012) – Kuban Cossack army is included in the state register, are accepted by the Federal and regional program of support of Cossack societies. These programs create the organizational-legal, material, financial support of the Cossacks, who took the obligation to incur the civil service. The fourth phase (2012 – present) is characterized by the fact that the cops and the vigilantes begin to participate in the protection of public order in territory of municipal formations of the Krasnodar region on a regular basis, passing the necessary training, and closely interact with law enforcement and getting for their work wages. The results will help to expand understanding of the role of the Kuban Cossacks in the modern history of our state. Can be interesting for representatives of authorities at various levels, responsible for interaction with the Cossack societies. Based on the study it is possible to make special programs of training and advanced training of members of the Cossack communities.
