L’élaboration des politiques climatiques locales : usage et portée d’un dispositif de concertation
Abstract
Through a participatory action-research conducted in the agglomeration of Dreux (Centre-Loire Valley Region of France) while that community was developing its “Territorial and Energy Climate Plan” (PCET), we analyzed the way the consultation process is implemented and the way it determines local climate policies. Semi-structured interviews are leaded during and afterwards the Climate Plan process and a participant observation approach is set. It allows us to describe and assess how the consultation practices are implemented in that urban community. Then, we underline their effects on the development of climate policy; more specifically, we emphasize on the difficulties to make real and lively the climate challenge at a local scale, when it is hardly known. In addition, we show the organizational and substantive outputs of the consultation process, including the establishment of a transversal approach and a culture of energy and climate.
