Abstract
The text discusses the Bologna Declaration 2000 as a process constructed that occupied a common European space in the Higher Education. It has been imprint a deep transformation in the European universities. The majority of countries and the most of their universities work to construct a system of innovation with considerable effort. The community of Higher Education is passing through a complex process with fi nancial, political, pedagogical and institutional implications. One of the objectives of this paper is to refl ects on the innovative process in the space of the Higher Education and tied it with the debates and dilemmas that has been challenging the community
