Long-haul underground fiber optics cable transmission has not yet received the re-quired regulatory framework to enhance its protection to prevent the cable from damages, leading to the interruption of quality of service provided by the mobile network operators. The available regulations have not received full compliance, so contractors execute projects without adhering to any policy compliance, resulting in rampant destruction of underground fiber optics cable. This paper aimed to examine the existing policies for underground fiber cable installation, post-installation management, causes of frequent cable destructions and then propose a regulatory policy framework for adoption by the telecommunications industry players.
