THE ROLE OF PUBLIC PROCUREMENT IN THE DIGITALIZATION OF THE ECONOMY AND IMPLEMENTATION OF ELECTRONIC COMMERCE
Abstract
One of the important directions in digitizing economic processes is the need to introduce modern information technologies and e-commerce systems into the public procurement system. The aim of the study is to analyze the stages of digitization of the public procurement system. One of the important aspects of improving public procurement is the involvement of small businesses in their activities. Deepening and developing this process means creating and constantly improving the legal framework for public procurement. The commodity exchange plays an important role in the effective functioning of the public procurement system. It is necessary to clearly define the objectives of the exchange. It is necessary to clarify the legal aspects of the relationship between the broker and the client and study the stages of its implementation in real life. The study determined the role of the trading platform, its organizational and legal forms and functions in public procurement through the commodity exchange. The article describes in detail the process of placing an order at the stage of public procurement, as well as the process of fulfilling a contract by a supplier. The study notes that the public procurement process is a normal business process, in which there are risks inherent in it. Full or partial non-compliance with contractual conditions in the field of public procurement may lead to inefficient use of state budget funds. For this reason, it is advisable to introduce a system of guarantees, commission payments and installments for government procurement through the commodity exchange. When organizing a public procurement system using electronic bidding, the practice of dividing purchased goods into lots reduces risks and costs. The article describes the procedure for organizing tenders, the conditions and procedure for participation in tenders. Taking into account the priority of products of local manufacturers in public procurement, an information portal of an online store selling products of national manufacturers was launched. The article provides some suggestions for further improving the public procurement system: the development and implementation of a national classification of goods (works, services) in the public procurement system that meets international and national standards; an increase in the number of operators working in the public procurement information portal system, and, consequently, an increase in the competitive environment among them, etc.
