This article, part of the discussions presented in dissertation (2013), presents an analysis of the Science Without Borders Program, released in 2011. Understandably, the program is configured as current trends materializing over the place and function of higher education in the production of knowledge on the socio-historical perspectives of central and peripheral countries. The issues discussed are by questioning the concept of science, its goals, the role of the university and significance of scientific excellence. The analysis, document cut is constructed from a critical perspective, according to the methodological tools of Critical Discourse Analysis (CDA).
