Uruguay stands out in the region for the early universalization of primary level. However, alarming dropout rates of the educational system at the middle level, place the country below the majority of Latin American countries nowadays. The problem lies not in the access but in the continuity of the adolescents and youth in the educational system. Based on the rate of High School graduation in the region, Uruguay goes from the fourth place in 1990 to the tenth place in 2003. The Leftist Government, in the power since 2005, has systematically placed education as one of the most important concerns of its administration. Despite implemented actions, it has not managed to reverse this situation in a significant way, a fact that threatens the viability of the country development model and seriously affects the future working trajectories of those who do not finish middle school.
