The emergence of the idea of ​​human rights is an old fact that was born with man through a long philosophical, political and social development. Before these rights have become an international regulatory framework, they have gone through a series of successive historical developments, starting with its traditional presentation, through the experience of some ancient human civilizations, including Iraq, to codify some of the legal rules on human rights, and thus to include them in constitutional declarations and documents in the most important social and political formations
