El Sistema Bibliotecario de las Illes Balears : la aplicación de la Ley 19/2006, de 23 de noviembre

Abstract

Se analiza la situación de la aplicación de la Ley 19/2006, de 23 de noviembre, del sistema bibliotecario de las Illes Balears. Se pone en antecedentes sobre el archipiélago balear, la evolución de las bibliotecas y la asunción de las competencias sobre las mismas por parte de las distintas administraciones, cómo son el Gobierno de las Illes Balears y los Consejos Insulares. Se hace un repaso del proceso de gestación del sistema bibliotecario y del proceso de legislación que finalizó con la aprobación de la Ley 19/2006, de 23 de noviembre. Finalmente, se analiza el estado de desarrollo y cumplimiento de cada una de las obligatoriedades que marca la ley por parte de las diferentes administraciones competentes, quedando patente un cierto retraso generalizado, aunque se han empezado a producir avances importantes.This paper analyses the implementation of Act 19/23 November 2006 on the library system in the Balearic Islands. The background of the Balearic archipelago is presented, as well as the development of the libraries and the responsibilities for library matters that have been assumed by the different levels of government, such as the Government of the Balearic Islands and the Island Councils. In addition, the paper reviews the process of creating the library system and the legislative process that concluded with the approval of Act 19/23 November 2006. Finally, we assess the implementation of and compliance with each of the obligations in the Act by the various levels of government. A certain general delay in implementation was found, despite the fact that considerable progress has been made.
