新移民之子國民教育方案之研究 A Study on Public Education Programs of New Immigrants’ Children in Taiwan
Abstract
本研究目的在探究新移民之子國民教育方案內容概況及遵循原則、教育方案滿意度及經費使用狀況,期能根據研究結論提出建議,以供未來擬定及推動新移民之子國民教育方案參考。為達上述目的,本研究兼採文獻分析、問卷調查及訪談等研究方法進行研究。研究結果指出:我國可採行新移民之子國民教育方案中,以針對家庭成員為對象的方案重要性較受肯定。此外,新移民之子國民教育方案規劃宜遵循規定明確、滿足需求、尊重等原則。在滿意度方面,較滿意學校層級而不滿意縣市政府教育局及教育部層級的規劃。在經費負擔上,其教育經費宜由政府負擔,不應由社會公益團體、新移民家庭或學校支付外,經費核銷流程應增加彈性,並建立受補助者正確態度與認知。 The main purpose of this study is to explore the programs and principles of new immigrants’ children in the phase of public education, satisfaction with the programs and an expense of cost on the project. Based upon the research findings and suggestions, we would be offered some good programs. Form the information of literature analysis, questionnaire and interview investigations, the conclusions as following. Firstly, the programs about immigrant family are most important. Secondly, when we make educational policies, we must fallow five principles: keep correct rules, meet all demand, respect the difference, keep equality of opportunity, and consider all factors. Today we just only keep equality of opportunity better. Thirdly, we don’t satisfy with the educational programs contents of immigrants’ children except the level of schools. Finally, Our government should bear heavy responsibilities of these children’s educational expenditure, and the rules and ways of how to use money are not built, and they don’t have correct attitude and recognition at all.
