從「教師專業證照」與「醫師專業證照」的對照探討我國中小學教師專業證照更新制度之實施策略 The Strategies of Implementing Professional License Renewal System for Primary and Secondary School Teachers in Taiwan by Comparing the Physicians’ Professional License System
Abstract
本文首先探討我國教師專業證照之現況,然後從我國「醫師專業證照」的現況探討對我國「教師專業證照」之啟示,並進一步探討在我國實施「教師專業證照更新」的實施策略,包括「建立證照更新的修法程序、辦理證照更新的機構、辦理證照更新的經費、證照更新的條件與進階方式、證照更新的流程、證照更新與其他相關配套」等六個層面,以期繼續改進我國的教師專業證照制度,朝建構完整的教師專業證照制度邁進,以有效提升教師的專業水準與專業形象。 The paper investigates the current system of professional license for the primary and secondary school teachers in Taiwan. The authors further investigate and compare the physicians’ professional license system in order to derive the implications for the teachers’ professional license system. The paper presents a set of strategies of implementing the teachers’ professional license renewal in Taiwan, including: the procedure of revising relevant regulations for license renewal, the institute for renewing the license, the expenditure of license renewal, the qualifications and progressing system for renewing the license, the procedure of license renewal, and other policies related to the license renewal. It is hoped that a system of teacher license regulation be constructed in the future, so that the teachers’ professional level and image can be enhanced.
