Cuban society and the education system in particular is the most prepared to achieve the formation of the personality of new generations, including particularly children with special educational needs. This work arises from the need to provide a response in the development of motor skills and shortcomings that have children between 7 and 10 years old with moderate mental retardation, special school "28 de Enero" the municipality Pinar del Río. For the development of scientific research, empirical, theoretical and statistical methods were used. a system of activities aimed at helping to improve motor skills in these children, based from the historical-cultural approach and a process of teaching and learning to develop their full potential is proposed. This system is in line with the activities proposed in the teaching programs, and responds to the current requirements of the comprehensive education of children with moderate mental retardation; It is a resource to develop an efficient intervention in the process of learning of motor skills.
